Senate GOP Support Trump's Proposal to Overhaul Obamacare

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators floated a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's session got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers expressed alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a one-year extension of the payments before negotiating the future of the subsidies.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the essence of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to secure enough backing in 2017.
